Toy-seller Shanti becomes an inadvertent eye-witness to the brutal murder of opposition candidate Jeevan Ram by Nana and his gang at the behest of Home Minister Chaudhry. When the gangsters try to kill her, she accidentally kills one of them and is promptly arrested for murder. However, dedicated police inspector Siddhant is convinced that she had killed in self-defence. After Shanti is released, Siddhant takes her home and then marries her. Soon, the two are embroiled in another of Chaudhry's conspiracies, this time to kill Chief Minister Somayajulu, who is Siddhant's school teacher and mentor. Also involved in the plot is the corrupt Commissioner of Police. Siddhant uses every lawful method in the book but the corrupt Commissioner and Home Minister frustrate his every action. Then, Siddhant decides to beat the criminals at their own game by being on the offensive. Chaudhary tries to frame Siddhant for the Chief Minister's assassination but Siddhant not only frustrates the move but also saves the Chief Minister, thus becoming a state hero.
